I made level 4 today, THEY don me with the Top Contributor badge of total honor (Please, no applause =) and then cut me off from answering like I'm still in level 3. Nice. Or does that mean I disobeyed and now I will finally be violated?

That's because you aren't Level 5 yet (which I JUST happened to get myself today ;);) )...
They base your limitations on what level you START the day on. If you were to log in tomorrow, and ask a bunch of questions (enough to drop you back down to Lv. 3) - they wouldn't cut you back to 60 Answers either ;)
