I live in a city apartment and the licensed venue across the road is very noisy Friday and Saturday nights. Have thought about covering windows in foam but that would block the awesome view I have.

Complain Complain Complain! Get some good ear plugs.
See if there is anything the city can do to limit the noise after a certain hour. There might be some kind of hidden ordinance that may help you.

if the above answers don`t work, don`t stay home on the weekends go to that place, get a few drinks, become a regular and before you know it the music will not bother you in the least.

list them, preserve a log of the days the police come, and get copies of any police studies. Then sue them in civil court docket for inflicting emotional misery and sleep deprivation. If you must concentrate to them you could as good receives a commission for it.
