if their aren't anymore ballas or the other gang idk the name, u cant but if they still own territories just start killing as many as opposite gang members as you can and if u wanna start an even bigger one and make it easier for u to gain that territory steal a bus nd bring as many gang members as you can to make it easier

oh that game made me soooo soooo mad. I could not complete the stupid helicoptor challenge lol the dang thang kept catchin fire and blowing up.
but i do have tony hawks games down and can beat them in two days or so.
