When will they know it's over?

What are the key performance indicators for the war, given there isn't one identifiable country, there are no borders, there is no declaration of war, there are no uniforms, or occupied territories?

They mustn't be going very well at all if they are continually tightening security and introducing emergency terror laws at such a high rate.

It can't be. It's like the war on drugs, a self sustaining conflict.
I'm surprised we didn't have a war on weather after Hurricane Katrina.

I don't know. What about war on drug? How did they go? I don't know what's the deal with war on drug anymore.
