No - people who don't have them have hand prints on file in the U.S.

Well if you mean it in the way that you actually don't have any fingerprints, then no, because it's not possible. Everyone's born with fingerprints. :)

No I guess it wouldent be except for the fact they havent had to make a law becasue EVERYONE has them so its not really a issue
