I'm sure you can find a community theatre somewhere in your neighborhood, and you're in luck, as auditions for this season are just getting underway in August. Go to the community theatre's website and find out the requirements for certain plays and pick an audition for a performance that suits you. It'll take you awhile but by the time you're 17 or 18 you can hire an agent who can hook you auditions for theatre/television/movies. Good luck! :)

1) if you are in high school or college, check out the Drama clubs or the Drama departments. Audition for everything, and be willing to work back stage if not cast. While doing so, observe what others are doing. If possible, take classes.
2)Check out local Community Theatres or non-union regional theatres (You can start in the phone book or by contacting the local Chamber of Commerce)and audition. Your first order of business is to build a resume of work.
3)Check out Trade publications like Backstage, Show Business, and the Ross reports.
4) Go to the Theatre and to the movies, and watch critically; develop a sense of what is good and what isn't, and why.
5) Don't give Up! You will be rejected as a matter of course; learn not to take it personally, and treat each audition as an opportunity to perform!
Break a leg!

First, ask yourself the reason you want to be well-known. Professional actors act, because they have a love of the craft, not for a superficial reason - such as "I want to be famous." If there is a University in your city, ask your mom or dad to call the Theater Department at the University and ask where you can take acting lessons.
If you do NOT know where to find an acting school ask your mom or dad to call the Drama Department of the Universities or Colleges in your city and for names of acting schools and acting teachers. Legitimate Talent Agents CANNOT advertise in the Yellow pages or on a website. Don't go to NorthHollywood.com it looks as if it was designed by a crazy person.

First off, don't get into acting if all you want to do is be famous and rich. The roads in Hollywood are littered with people who move here from small town USA with stars in their eyes, who didn't make it rich and famous, and now they're waiting tables and clogging up traffic, or they're doing porn or dressing up as action heroes outside the Hollywood & Highland complex. It's an incredibly tough business to break into. It's incredibly tough especially for cute young women who aren't old enough to have a strong sense of identity - people will take advantage of you if they can make a buck off your looks; they'll shower you with attention until you're about 25 and you're considered over the hill and they move onto the next sweet, naive 17 year old from Kansas or Tennessee or wherever.
However, if you're absolutely determined to be an actress and nothing I wrote above will dissuade you, then I suggest talking to people in your town or in your school, find someone who'll write a part for you and someone else with a camera who wants to direct, and get together and form a filmmaking group - there's no need to move to LA to make your big break in the Internet Age. Get your video hosted online, get it on myspace and youtube, and if it's good your talent will get recognized. Make as many short films as you can, and work on your acting skills - don't play the same roles over and over again. Watch a lot of movies - old movies, new movies, big block busters, small indie films, anything you can use to get an idea of what good actors are capable of.
It's important to build a solid foundation of filmmakers in your area so that when one of you gets famous the others will be rewarded as well. Then, move to LA and make your millions.
Good luck.

Your previous answerers all offer bits of good advice, but I will want to know where you live before answering, so my answer will be really helpful. Keep doing all the plays you can. Read and see all the plays you can.

hope you get discovered. the best actors were FOUND, not like a stray dog walking into a talent agency. Do more plays and do your thing and hope one day a talent agent will see you perform and offer you a contract. Good luck!
