He agrued that point when the Archives wanted his classified and declassified papers!!
So anyone in his office should be available to testify before Congress if they call on them!

You know that is a good question. We should email the congressional members seeking the documents necessary and remind the VP of his claim he is not a member of the executive branch

I think White House eventually came and said Cheney is part of executive branch. Cheney's argument actually had some hardcore legal bases, but obviously very stupid too. Because you shouldn't be able to just jump between legislative branch & executive branch at your convenience. I don't care if best lawyer in the universe takes Cheney's side, but it is just down right idiotic. These guys are so dang creative trying to find every ounce of power and all kinds of loopty doopity doop in constitution.

Ah, welcome to the world of Washington double-speak. Cheney is part of the executive branch but did conveniently exclude himself from that part when asked about testifying stating he was part of the Senate. Apparently you can have your cake and eat it too, but only in DC.
