I don't think there is a "meanest" animal, since all animals kill or "be mean" on instinct to survive/protect, but I think the cruelest action of any animal is by a certain type of wasp, which lays its eggs in a caterpillar. When the eggs hatch, the baby wasps eat the caterpillar from the inside to out, while the caterpillar is still alive.

Don't listened to the guy above about the prophet and I'm pretty sure humans aren't animals but I think the meanest animal will be the most carnivorous.

Hey now, dogs kill for fun. A pack of dogs will kill any animal they can and rip it to shreds just for fun. Cats, squirrels, rabbits, possums, coons, kids, horses, deer, fawns, pigs, sheep, goats, calves and more all fall victim to dogs.
However, the meanest animal around is the hummingbird. Those little guys fight each other form daylight to dark to see who can peck the othrr in the behind, on the head or in the face at the feeder. If they were our size we would be living in terror.

I would have to say for shear temperament it would have to be a badger or a wolverine. Both of which are from the same family I think. They both are aggressive and show fear of nothing and willing to go after anything in their way. They have also been known to fight bears which are much larger than they are. I came across a badger once and it went out of its way to make me walk another direction it didn't run from me but toward me making a hissing sound. I learned to stay out of their paths. But a Tasmanian devil is also quite a moody animal itself. After mating the devil will attack its mate and if the male don't make it out of the cave/burrow the female will fight it to the death (discovery channel/ animal planet).

Some say the Wolverine,but that's just jealously.
They are solitary animals who have been known to back down a grizzly bear!
Considering their relative size, similar to a badger, that is nothing to sneeze at.
One can also make an argument for a cat, as they will kill for the sake of killing. That is, they don't have to be hungry to kill.

Man is an animal, and we're the only animal that kills for fun, so man. If your one of those people that doesn't count us as an animal though, then I'd say Tasmanian devil? Their pretty nasty.

Three way tie between red-bellied piranha that eat their own kind, spotted hyenas that kill all their siblings, and sand-tiger sharks that eat all their siblings before they are born.
Edit: Although the black widow spider and praying mantis are quite mean, eating their mate.
