It's the fabric with a stretchy top and straight bottom, often used for "instant skirts" or "instant dresses". Where can you find it? Is there anywhere online? I've tried a lot of fabric stores already.

Wal-Mart has it. I've seen it several times in several Wal-Marts. They have quite a few very pretty colors to choose from. I don't even know how to sew, but those always catch my eye when I pass by their fabric section.

This is a seasonal item that they sell in late spring, so you may be too late to get any this year. I bought several pieces in April from JoAnn's, and the WalMart closest to my home has some, but it's short, like for a child's dress or a woman's top. If you sew, you can make your own by hand wrapping elastic cord in your bobbin, then sewing a straight line for the width of the fabric. Then sew another line the opposite direction and keep doing this back and forth until you have the length of "stretchy" that you need. You can use a quilting foot that has the spacing arm to keep your rows the same width. And don't pull the material as you sew.
