I'm trying to find where I can get the fabric but I don't know what to call it. It's one of those "one seem instant skirt/dress" fabrics. It has a stretchy top and straight bottom. I tried searching fabric stores but nobody seems to have it.

I know what you mean. They used to pucker the top with elastic thread and leave the bottom flat. I haven't seen any in a long time, but you could always learn to smock and do your own.
