The only conclusive response I have is that people that are power hunger tend to be power trips and nothing more, therefore nothing gets done. People are meant to be in power don't really want anything to do with it or don't want to deal with what would complicate their lives because they are smart and being smart. And then there are those that can fix things tend to also be corrupted because they know how to manipulate the power trips to get what they want. Good enough, yes?

If you believe that US citizens should have cheap oil at any cost to any other people or their societies and cultures, then it is trying to do the job it perceives most citizens want. How does it know what people want? It pays close attention to the market economy because it is a better indicator of what people want than a democracy. People vote more clearly, convincingly, and powerfully with their dollars than with their ballots.

I believe it governs effectively, meaning that it achieves its goals.

Given that the current US govt repeatedly and blatantly violates federal law, I cannot call that governing "well".
