yes, the dye will quite likely run while you are painting, and blend with the other colors, if you're using more than one color. This may produce the effect you desire, though. I don't know. You probably won't be able to do any sort of detailed picture with liquid dyes.
Also, depending on the type of dye you are using, and how you are fixing it, it might just end up being a big old mess in the wash, (staining anything else in the machine with it, as well as possibly the machine itself) so whatever you're using, test your method out before putting it on something you don't want to ruin. (if you're using plain white cotton tees, it's probably not a big deal- they're relatively inexpensive.)
Years ago, I worked in a shoe store, and part of the gig was dyeing those white satin shoes for proms, weddings, etc. The dyes came in a whole wonderful array of colors for your shoe dyeing pleasure, and it was wonderful fun playing with those dyes on tee shirts, denim jackets and pants, etc. The colors faded significantly in the wash, but the designs stayed, and actually looked pretty cool.

Ive never tried it but would be REALLY worried about what would happen when you wash the shirt. Dye is water soluable and that much full strength dye when it hits the water is a disaster waiting to happen. Go to you craft store and inquire about alcohol or ether based paints as opposed to oil, water or acrylic based.

One way to "fix" the dye in your fabric is to wash the shirts in water that has salt in it -- about 1 cup for a washer load. Also, if you put the shirts in the dryer before washing them, the heat of the dryer will set the dye.

I do it all the time, I just paint it on with a paintbrush. It doesn't wash out, but it gives you a fuzzy line, not a "sharpie" line. Fabric markers will give you a good sharp line, especially Rub-a-dub laundry markers.
