We end the US occupation of Iraq when Congress stops funding it. It's really very simple.

As far as new bases, that's even easier. Congress can simply refuse to fund them. Even if it funds other aspects of troop usage, it can put restrictions in the funding bills specifying how the money can get spent (paychecks yes, base construction no)

There's no issue about having veto-proof margins. Congress doesn't provide any more money for Iraq combat operations, and that forces Bush to either recall the troops or leave them in Iraq without pay and without weapons. Bush's choice.

We don't end the war. We get our troops out. The Iraqis will stop fighting when they're ready to. Not before.

There are only two ways to end a war, win it or lose it. This isn't Vietnam and if we just leave do you really believe the terrorist are just going to pretend nothing ever happened and leave us in peace. I don't think so Tim.

We can't end the war. Only the enemy surrendering or a decision by our Commander in Chief can end the war.

We could actually declare victory and move out. We've accomplished our objectives.
