That's 5 equal parts for every 2 inches///How do I do it!?

I need to know exactly how to measure this out on a ruler...will it be in 8ths or 16ths?

Each part would be .4" and if you have a rule divided into tenths that would be easy. You don't say if you wanted a math solution or a geometry solution, but the geometry one is easiest.

Draw a 10" line from one end of the 4" line out an an angle of about 45 or so degrees. It isn't critical. Draw another line from the end of the 10" line to the other end of the 4" line I'll call that "A". Now mark off 1" intervals on the 10" line. Tricky part. Starting with each of the 1" marks, draw a line parallel to "A" until it intersects the 4" line. Do this for each mark and you will have divided the 4" line into 10 equal parts.

4 inches / 10 = 0.4 inches

Always start with somethign easier to visualize

how do i dive 1 apple into 2 equal parts.....
well you cut it in half
thats 1/2 = 0.5

now how do i cut it into 4 equal parts
thats cutting it into quarters
1 / 4 = 0.25.

Nowww...how do i seperate 2 apples into 4 different parts.
thats 2/4 = 1/2 = 0.5

thats cutting each apple in half.....each equal part is 0.5 of an apple.
Its harder to see what 0.4 is..but its the way you shoudl think about it....to figure out how to do things.

4 inches divided by 10 gives you 0.4 of an inch.
