i.e. foot bathing stalls to allow them to pray. Do we use tax payer money to build houses of worship for Christians or Jews.

It shouldn't. It would be a violation of separation of church and state to use state money to install such stalls.

Here in the state of Minnesota, a small community college was stopped by the Minnesota Supreme Court from using state money to install such foot washing stalls.

If you're talking about Gitmo. I agree. I've never heard of it happening anywhere else.

We don't let prisoners take their guns to prison with them. We don't,(at least officially,) let them have illegal drugs. In this case, their Religion was the cause of their crimes, so they shouldn't have had access to it. At least not initially.

Things are different now. Just about everyone still in Gitmo has been cleared. The guilty have been moved to other prisons to await trial. The innocent are still there because their home countries won't take them back and most of them have such strong cases for Religious and Political persecution that we'd have to give them Asylum the minute they set foot on US soil.

Justice is about punishing the guilty, not the innocent. Right now, these folks are being punished for being inconvenient.
We owe them at least the chance to find what consolation they can while we decide what to do with them.

I don't know about you guys, but if there was a foot bathing stall in the bathroom, I'd avoid it.
But if there was one elsewhere, I just might use it. Mmm... clean feet...
This'll be good, because the last time I tried to wash my feet at a Christian church, they got REALLY mad...

But seriously, no, no governmental money should be used on anything religious.
