It is not illegal to date, but if there are sexual relations the parents of the 16 year old can press charges on the 18 year old. A very touchy subject but it would really depend on the case and the people..kr

A 16 year old dating an 18 year old is legal everywhere if you mean holding hands, having dinner and going to a movie.
If by dating you mean the exchange of bodily fluids in NY it is ok don't know about Tenn.

Sixteen year old's are supposed to have adequate brain development to have reasonable judgment. That is why they are allowed to drive cars in most states(something that for the most part has proved dangers to the public good) Therefore a rutty sixteen year old that would risk the future and life of a supposed eighteen year old friend is no friend but just horny. ON the other side the eighteen year old is an idiot who is probably dangerous to the public and should be incarcerated.

Most states have a 2 year age allowance absent any disabilities.

having sex is another matter
age of consent is 18 in Tennessee
age of consent is 17 in New York.
