You should put the plants about a foot and a half apart in all directions. You might squeeze that to a foot apart but that is getting iffy.

Bell peppers spacing is between 12-18 inches per plant and rows at least two feet apart.
I grow bell peppers and they don't take up a lot of space. They are fruitful.

Peppers are a bit unique in that they like to "hold hands". That is, they are happiest when brushing slightly against their neighbor peppers. With that in mind, it's good to plant them about 12-18 inches apart. I usually plant mine 12 inches apart and they do quite well.

No more than a 24" radius.Stake when peppers begin to weigh stalks or they'll break.

I agree.Plant them about a foot and a half apart. The plants can get quite large.
Stake before the main stalk gets too big and starts to bend.

If you have very little space, you will probably want to provide some kind of trellis support to grow them vertically.
