Why can't congress impeach Bush and Cheney regarding their horrendous lies that they have imposed on the world?

Yes, I understand the legal premise that President Clinton lied under oath and that this was evidence to build a case on. Unfortunately, congress is unable at this time to build a case against Bush and Cheney; even though their lies have caused massive needless deaths.

Bush lied to the US people. Clinton was trying to ward off the scorn of Hilary. Impeach Bush.

Congress never actually impeached Clinton. Secondly the American people at the time were very much against impeaching Clinton even though there was circumstantial evidence tying both Hillary and Bill to several mysterous deaths and banking fraud. In addition to that Bill had been implicated in a rape when he was in college.
As for Bush; even if you could prove he commited crimes in office you would have to have the new incoming president not give the traditional pardon for any wrong doings committed in office. However if the new president were to pardon Bush and his staff then they could not be charged with any violations of the law that occured while in office.

Because Congress is made up of a bunch of no account, no good, lazy, cowardly souls. People get into Congress and don't want to leave so they pick easy fights. And the American people support the easy fights. The American public allowed Bush to start this war by buying the lies and Congress had no guts (except for a few like Rep. Barbara Lee). Impeaching Bush/Cheney means a fight that the Dems are too afraid to start and the Republicans are too interested in maintaining power than in doing the right thing. But we can't blame the GOP alone. The Democrats would do the exact same thing.
BTW, I have no problem with impeaching Clinton. He lied under oath. Like an idiot. He needed to be punished. However, the initial investigation was a load of bull. How did Whitewater morph into an investigation of his sex life? And even if he was accused of using his position for sex, how did Lewinsky matter?

In April 1999, about two months after being acquitted by the Senate, Clinton was cited by Federal District Judge Susan Webber Wright for civil contempt of court for his "willful failure" to obey her repeated orders to testify truthfully in the Paula Jones sexual harassment lawsuit. For this citation, Clinton was assessed a $90,000 fine, and the matter was referred to the Arkansas Supreme Court to see if disciplinary action would be appropriate.[6]
Regarding Clinton's January 17, 1998, deposition where he was placed under oath, the judge wrote:
"Simply put, the president's deposition testimony regarding whether he had ever been alone with Ms. (Monica) Lewinsky was intentionally false, and his statements regarding whether he had ever engaged in sexual relations with Ms. Lewinsky likewise were intentionally false . . . ." [7]
In January 2001, on the day before leaving office, Clinton agreed to a five-year suspension of his Arkansas law license as part of an agreement with the independent counsel to end the investigation. Based on this suspension, Clinton was also automatically suspended from the United States Supreme Court bar, from which he chose to resign.

I don't think Bush or Cheny lied. And, as others have said, Clinton lied under oath, which is a crime.
Also, to the answerer who stated Clinton was not impeached, please read the Constitution (Article I). Clinton was impeached, but not convicted.

Recall, however, that the impeachment failed
to get rid of the President and made the
Congress in power look like idiots.
Presumably they learned something.
Yeah, I *DO* believe there is a lot of corruption
in the Bush administration - every day seems
to reveal something - but I doubt there will be
enough coordination to impeach him before
he leaves office.
My question is this: Will the investigations
stop when he leaves?
I hope not, because I believe that corruption
is now in our government at all levels.

Because Bush's lies aren't illegal. He has not lied under oath, so would not be subject to perjury charges.
And while he could be impeached for any of the dozens of willful violations of federal law that's he's publicly admitted -- including the most recent criminal solicitation for contempt of congress -- there's no way the Senate would vote 2/3 to convict.
