Is distance and kilometer the same thing?
Is mass and kilogram the same thing?

Angular size is something that is measured in arc seconds.
One is what is measured, the other the unit of measurement.

An arcsecond is a measure of angular size equal to 1/3600th of a degree.

No, they are not the same thing. Angular size is a measurement of how large or small something is using rotational measurement. Arc-second is a unit for an angular measure, equal to 1/300 of a degree.

A minute of arc, arcminute, or MOA is a unit of angular measurement, equal to one sixtieth (1/60) of one degree. Since one degree is defined as one three hundred sixtieth (1/360) of a circle, 1 MOA is 1/21600 of the amount of arc in a closed circle, or (π/10800) radians.
And an arcsecond is one sixtieth of an arcminute.
