Not quite sure of your question, but if you are asking about having more weapon sets on one character and equip any set at any given time, then you simply need to check the number of weapon set slots that you want available to you through your inventory.

You should see a button called "Weapon Sets" in your inventory. Click on that, and check the number of weapon set slots you want.

In order to add weapon sets to an empty slot, first select the slot and equip the weapon(s) you want to assign to it. If you want to replace a weapon set with an existing set, then simply click on the slot you want to the replacement on, and equip your new weapon set.

I don't understand your question. You can have 1 weapon and 1 offhand item (unless your weapon is 2 handed like Bows). Just double click a weapon in your inventory to equip it.
