For some countries, a passport is enough. But for others, there are a lot more hoops to jump through? Why?

That depends on the relationship between the country said in the passport and the country that was visited by the passport holder.

But usually, if country A don't require visa to passport holders from country B, country B also don't require visa to passport holders from country A. The same sometimes goes in reverse, if country A require visa to passport holders from country B, country B also require visa to passport holders from country A.

Sometimes countries that don't require visa to enter usually mean that they have a shared database with the countries of the pasport holders, or they have certain incentives to offer no visa entry (tourism, people smuggling, improve relations, etc).

The USA for example is quite restrictive and elaborate on giving visa, while countries such as Indonesia tend to only give visa as a pseudo entry fee and therefore quite relaxed on giving visa.

If u have an American passport and want to travel in the West, or vice versa u dont need visa because these countries have a sort of agreement amongst themeselves so ppl can go around.

Others just dont have the said agreement.

I believe it has mostly to do with political reasons. but other factors must come into play as well. A "wealthy" country for example, knows the attraction that it holds for people to stay over.
Also overpopulation, cultural, and environmental issues might play a role in the decision of some countries, to be lenient to visit as a tourist or not.

The visa requiring countries wish to verify the entrants for various reasons, like they would be committed to the safety of visitors as well as defending the economic welfare as also safety of their own citizens, from undesirable consequences due to this foreigner's visit.

I don't think there's a simple answer - I think it has to do with alot of things like politics, security, immigration, tourism and even cultural issues.
