It's a very stable idea. I don't think he caused it, but I think that he knew about it. I think that he could have done a hell of a lot more to stop it. And I think he could have taken a different course than he did after 9-11.

That is a widely held belief.
I am on the fence at the moment, to whether he planted the explosives, or just let it happen with his knowledge.
I am starting to lean to the belief that he actually co-operated in the bombing. I don't believe that"the Arabs" did it. Everything points against that. We also know that israel was involved.
