yes it does. traded pokemon only go up to lvl 10 until the second badge where they then go to lvl 30, etc. non traded obey trainers much easier. just keep it away for now and take it out after u beat misty or whoever.

Jolteon won't obey you because you don't have enough gym badges. When you beat Brock, level 10 and under will obey you. You shouldn't use it until you beat Misty in Cerulean City. After you beat Misty, level 30 and under will obey you. (You should make sure you have a Pokemon with electric, rock, or grass type attacks for when you battle her). You also should buy lots of potions if you started with Charmander, and not so many if you started with Bulbasaur or Squirtle. After you beat Misty and get the second badge, try battling with Jolteon see if it will obey you. If it doesn't obey after all this, then it probably means it just isn't used to you because you got it in a trade. Jolteon will come around soon after you beat Misty.
I hope this helps!

Yes, it does. Your badges determine whether or not a traded pokemon will listen to you. I think the base cutoff is level 10 (but I'm not sure, it may be lower). When you beat Misty, the cutoff raises to 30. Erika raises it to 50, Sabrina raises it to 70, and Giovanni raises it to 100.

These limits only apply to traded pokemon, if you catch or raise them yourself, then the limits don't apply.

I really don't think badges necesarily have to do anything with Jolteon's level (so far) , since Jolteon's level isn't high enougj for a pokemon to normally disobey orders.

It's primarily because jolteon is not really yours. It needs to be used to another trainer(in other words the factor "Happiness") , so try to walk around with jolteon in your party , make it participate in battles, beat gym leaders and it will soon obey orders.

Because you are not experience enough. Basically you need to keep earning badges otherwise, it will not listen.

if you had caught it it would listen, but since it was traded you still need a higher badge
