You can try zabasearch.com (a free site), but also one that is more accurate is a pay site (www.intellius.com) it has varying charges for info, but can get great info for less than $40... On a person, one can usually obtain a list of addresses, known associates, court actions, property, current phone and addresses.. neighbors (this can be helpful) etc... you can search by name and birthdate / social security number / etc... Then again, you could also hire a PI...

If your local department of child support services filed a Petition to Establish a Parental Relationship and served him with it then the answer to your question is quite simple: You can enter a Default Judgment against him and set a child support amount.
The department of child support services does not like to default people this way however, YOU can file a motion into your Department case and seek relief.
If the Department of Child Support Services did not serve him with a petition to establish then you can. You then use due diligence for service on him and if uneventful you can request an order to publish at or near his last known address. After the petition is published you can then default him and set child support amounts.
Lastly, you can contact a competent private investigator, they have access to many search engines to locate people that the public cannot access. You should be able to locate his whereabouts this way.
All department's of child support services can access the employment/unemployment office and can ascertain where a person last worked or where an employer last informed the State of his earnings. Press the department to stay on the case. Ask them who is if anyone is reporting earnings.
If "dad" signed a voluntary declaration of paternity at the hospital when your daughter was born it is very unlikely "dad" is even entitled to a DNA test. Check your local family code or ask the Department of Child Support Services if there is a vol. dec. of pat. on file with the State. If there is, then ask why are they delaying this case by scheduling inadmissable DNA tests. If they give you the run around, the dept. should have a form for you to fill out in order to request this information from the State.

Contact any friends and family that you know. You might have to hire a private investigator.
Have CSE locate his social security number and they can flag his tax returns...but if you have never had an order that can be difficult.

If you have his SSN they can find him through the IRS and know where he works, how much he makes, state that he works in will also know because of filing taxes there. Get a lawyer he will know the direction to take and who to contact, and add those expenses to his bill

If you know his family you can ask them, if you have his social security number you can trace him with that. If he was renting where he was last living then the landlord might have an address of an employer you might be able to contact.

Do you know his social security number? He can be located with that.
Have you asked his parents or siblings?
The drivers license bureau might be able to run his information through their computer system.
What about the IRS? Surely he files taxes.
