Did you call them to tell them they are there? Maybe they have forgotten which house they were working on at the time.
If you call and they don't come:
Keep the tools, call the rental company (name will be on the mixer somewhere) and tell them to come get their mixer.

If you have not contacted the company (if any) for which these people work, that's your first step. If they don't respond to a phone call, then send them a letter by registered mail indicating that the tools are in your yard, and that should they remain there for more than a certain period of time, you will dispose of them as you see fit. If the tools and such are rented, then I would contact the rental company to come to get them. What they charge the fencing people is not your problem. Check with an attorney to find out what constitutes abandonment of property in your city or state, and if they exceed that period of time, dispose of them as you wish.

I think there is a procedure you have to follow....you do have to contact them in writing to ask them to collect the tools and if they do within 14 days then alls well - if they don't then I think, you can technically keep them - just check out the time limit as this does apply with books/courses/goods that are delivered from companies etc - they have 14 days to collect or they are yours to keep, so long as you make written contact. Whether the same time applies to manual services, etc, I couldn't be sure.
As for the cement mixer - if it is yours eventually and you don't want to lay any patios or build any walls, etc sell it - they can fetch in a handsome sum!

I would return the concrete mixer back to the rental shop for them or call the company and have them come get it. Then as payment for helping the contractors out, I would keep the tools.
Fair is fair

Contact the hire company, ask them to collect it. They will want it back. Write to the fencing company. Explain that the tools are there and u would like them collected within a given time. Send it by recorded delivery and await results. By ,the way, I live in the UK. Hope this helps.

Send a letter to the contractor via recorded delivery, stating that if they do not collect their tools in the next 14 days, you will dispose of them.
If in 14 days time they have not taken them, they are yours. So sell them on eBay.
And if they ever do come asking for them, tell them you took them to the local tip, and give them a copy of the letter you sent.
P.S. Let me know, and I'll give you a fare price for the mixer!

Contact the contractor in question and inform them that you will be charging for storage of their tools etc. (possibly state a VERY high charge) Also tell them that they have a further seven days to collect their tools, failure to do so will result in them being disposed of and they will also be charged for this service also. Keep a copy of the letter. They think they can use you as a free storage depot. Worst comes to worst, you could try flogging them on eBay.

if they hired the mixer from another company then i'd ring that company and tell them that your fence man abandoned it! surely that would be breaking their contract as it is supposed to be kept in an appropriate safe place etc. imagine the satisfaction you will get from snitching on them. hahaha, that will make your day, and teach the cheeky feckers to litter your beautiful garden. do it. you know you want to.
