Depending if you also want a hood with your cloak. You simply need to fold the sheet in half however you want (so that it's not completely paper thin). Then hem it. To add a hood, do the same on a smaller scale and attach it to the cloak.

I made a velvet cloak by finding a velvet dress at Goodwill for $5. Then I just cut down the front of it to make it into a cloak. Just another idea...

I fold down a flap for a collar, and sew it with a little casing, and then run a ribbon through the casing. Then I tie the ribbon around the person's neck to hold the cloak on. Sometimes I hem the bottom, or sometimes I cut it with pinking sheers or a rotary inker so it won't fray.
