This seems to be the hot button question today! Let me see if I can answer it.
Most of the time the answer is no. The sex is usually simulated. The actors go through the motions, but usually one or both actors will wear a G-String or some other underwear, and there is no actual penetration between the participation.
Sometimes though, the sex isn't simulated in the film. Does this automaticly make it porn? Not necessarily. Porn for me is when the movie exists solely for the sex. The story serves the sex, rather than the other way around. Once in a long while, you have a movie where there's unsimulated sex that's secondary to story, such as SHORT BUS.

OK Jake, in most movies as has been said actor do not have sex. A body double can be used in close up shots of simulated sex and there re genital covers that are often placed on actors and actresses (There is scene in Mullholand drive where the Woman first gets into bed with the blond girl where you can see a genital "wrap" being used around her lower abdomen when she pulls the sheets back. In some cases, sex is actually performed on camera. The Brown Bunny is an infamous example (Chloe Sevigny actually did give Vincent Gallo oral s*x). Also in Ken Park. the actors towards the end of the uncut version are actually having sex. Last Tango is well known, Angel Heart is supposedly authentic and rumor has it Factory Girl (which i haven't seen) also has what we would call "authentic" sex scenes in it.
Generally its based on the chemistry and background interaction or involvement of the actor in question. In the case of the Brown Bunny, Gallo and Sevingy had actually been "dating" for a time before the movie. In other cases as with Micky Rourke and Lisa Bonnet, i believe what some would say was bit more than a repore was developed.

Unless it's porn, actors don't usually have sex in movies. There have been a few exceptions (anything Mickey Rourke does and Brando in Last Tango in Paris come to mind), but they are rare and most actors would find it too creepy to have all the crew watch them have at it.
Actors do, generally, really have sex, just not on film.

No,they dont really have sex.The usually use some kind of genital cover so that their "privates" never even toutch.
EDIT:An answer above said somthing about a "prosthesis".If there is a up close shot of a sexual oragn of some type they use a fake and its called a prosthesis ie:The movie in the cut with meg ryan they show an oral sex scene up close.The penis used in the shot was fake although it look real.Movies can only show simulated sex.Porn on the other hand can show the real thing.

No. Penetration isn't cool on the set.
Sex on film is planned out just like fight scene. A minute in bed on screen could take whole day of ten second shots and multiple takes.
The least sexy thing in the world is sex on the set.

Only in XXX porno is it real (and even then, it's not real, if you know what I mean).
Think about what's going on behind the camera -- you've got two or three camera people, you've the director(s), the directors' assistant(s), script people, continuity people, insurance people, the director(s)' girlfriend/boyfriend, the sound people (with microphones dangling overhead) -- you can't get into the mood with all that activity. Plus you have to do 57 retakes because the sheets were bunched up wrong or her hair was covering her face or his butt was casting shadows, yadda yadda.

Typically, no. It is simulated, much like softcore pornography (i.e. Skinemax). They may be completely nude or not, but unless the film is rated X or above, no actual penetration is supposed to occur, though rumors have circulated in the past of actors who seemed to be doing more than just acting.

No, it's just acting (except for porn). Consider that they have to shoot the same scene over and over from different angles, and even though it may be a "closed" set, the sound stage is still filled with crew members and technicians.
