A complusive crossdresser refers to a man who feels that he NEEDS to dress in woman's clothes. This is because his brain is hard wired to produce these chemicals that give him a sensation of pleasure, sexual gratification, well-being and self-identity whenever he dresses as a girl. Generally speaking, a cross-dresser is a male that dresses as a female with the intent to pretend to be female. I suppose a woman can be a cross-dresser as well, but it's considerably rarer, and in our society, the term usually refers to a male.
