it means if you are a man you dress like a woman and if you are a woman you are dressing like a man

A cross dresser is a person who wears clothing, generally intended for the other gender. Such as a man who dresses up like a woman. This is the most common circumstance. Some even go so far as to wear make up, etc. to make the "cross-dressing" not so obvious.

To cross dress simply means wearing the clothes of the opposite gender.
A complusive crossdresser refers to a man who feels that he NEEDS to dress in woman's clothes. This is because his brain is hard wired to produce these chemicals that give him a sensation of pleasure, sexual gratification, well-being and self-identity whenever he dresses as a girl. This is also called a transvestite.

Generally speaking, a cross-dresser is a male that dresses as a female with the intent to pretend to be female. I suppose a woman can be a cross-dresser as well, but it's considerably rarer, and in our society, the term usually refers to a male.
