Use the filter cartridge from the old tank in the new one is the best bet. No need to move any water between the two, most of the bacteria you want is in the gravel and on the filter cartridge, so by moving the cartridge your new tank will get a major jump on the cycle and the bacteria in the gravel of your old tank will carry it through.

Yes that would be a good thing considering that your filter would support the size of tank that you are changing to. The beneficial bacteria that lives in the filter will help to establish this new tank so that it is ready for fish as soon as the temp is good and everything is running fine. As MM stated, you do not need to use the same water from the old tank but it couldn't hurt, though what I usually do is use half of the old water and half new so that it is more like giving a water change in the process of the switch and it helps regulate temp. Also adding some gravel from the first tank will aid in providing the beneficial bacteria that you need in the new one.

Let your new one stand in the water for 24 hours to remove the chlorine.Rinse the filter & heater before putting them in the new tank.Change the filter cartridge.
