Absolutely
There are members of Actor's Equity who have been members for 10 years by the time they're 18! (Usually orphans from touring productions of Annie.) All Broadway theatres are "union houses" so you've got to be a member

Yes you have to be in equity. However, you do not need to be in equity to audition for a broadway show. There are non-union open calls for broadway shows, for example, Spring Awakening (a show with numerous under 18's) recently had many open casting calls where a good majority of the people were not equity. If a non equity person gets cast in a broadway show, they will have to become a member and pay their dues.
