ANY xml file can be converted to other formats using ANY language.

the only differences are the ease of use. XSL can be a bit daunting , but it is one of the best languages for xml transformation.

Perl, C, Python, Ruby, Java, Pascal, COBOL, Assembler.

I THINK it depends upon the document type definition upon which the specific XML document is based. You could refer to that DTD to see which real XHTML, CSS, and other language each XML instruction "generates", then, when translated, turn around and convert as desired, yourself.

XML is just a way of representing data, and sure, you can convert data to any other data format. What do you need to do???
