My landlady probably did this important as an environmental measure, but the thing is, it's counter-productive, because one flush does nothing. It just leaves a toilet that needs to be flushed at least twice every time.

If you piece a few of the previous answers together you will come up with ALMOST the right answer. The one thing that I will bash in these answers is bending the float rod! DONT DO THAT....if you have a ball-type float then look at the float and follow the float rod to the other end. Most fill valves have a screw that you can adjust right there. Tighten the screw to lessen the water and loosen the screw to add water. The water should remain 1/2" to 1" below the top of the overflow tube. Do remove the brick or any other object that may be in the tank that is not supposed to be there. If the water is already at the top of the overflow tube then you will more than likely need a new toilet. I'm assumming since you are renting that you are in a slightly older house and the toilet is probably the original. Well, I hope this helps

Well, to be environmental, you could save your shower or bath water in buckets, and pour some in the toilet instead of flushing the second time. Pouring water from a bucket into these toilets can also be a handy way to clear slow flushing problems, also. We also have a new toilet which requires two flushes for #2 and #3 issues, but is fine for #1s.

You need to have more water in the tank after each flush. Lift the lid, and if your landlady put a brick or some other object in the tank, remove it. If not, you need to bend the arm of the float so that it takes longer to lift up (so bend it UP), and allows more water to come into the tank before it shuts off. The float is the ball-like object that sits on top of the water after the tank fills.

We just got a new toilet that flushes with two different amounts of water, depending on how far down you push the handle. Maybe you have one of these? Instead of a rubber flapper in the tank, there is a plastic cylinder which raises to allow water through the bottom. The cylinder falls (thunk!) for #1, stays up for more water for #2. (What is #3? Golf balls? Diapers?)

I assume that you have an older water saver toilet. The newer ones have been improved.

Check the water level in the tank. If it is not coming up to the overflow pipe, you can adjust the level on the water valve. That will put more water into each flush.

If the water is already up to the overflow, you really need a new toilet to fix the problem.

Adjust the water level in the tank to 1/2" below the overflow tube. This will give maximum water for the flush.

just hold the lever down longer. If this is a 1.5 gallon flush the tank still holds as much water as it used to it just shuts down faster so by holding the lever down more water will come into the bowl

Raise the water level in the tank usally does it or it may have a water saving flapper in the tank and if so just replace it.

in the tank there is a bulb /float,bend the rod that is connected to the float "up"that raises the float,puts more water in the tank

get a bucket and full of water and then porit in the toilet
