The plastic on mine (outside the screen itself...the, you know, housing, I guess you'd call it?) adds 3/4 inches per corner.

It is going to depend on how thick the bezel is, and how much of a chin they put on it.
As a rough estimate 21"
But what is the point of knowing that? The total width or total height I can understand, but without knowing the aspect ratio of the case the corner to corner measurement of the monitor is meaningless.

I just measured my 19" wide screen and it is 22" from corner to corner. i hope that this helps you and if you have anymore questions I'd be glad to try and help you.

CRT or TFT ?
CRT is usually just under the 19"
while
TFT is exact to the 19"
The outer chassis would of course always depend on the manufacturer, there are no IEEE standards for this.

19 inches is the screen
the whole thing depends on the manufacturer, model, etc.
but usually, it is not much wider unless it has speakers on the sides
