Death penalty is way too extreme. You are crazy if you think someone should be killed for painting the walls somewhere.
The punishment doesn't fit the crime
Why not court order these bastards to clean up the graffiti at their own cost. if they refuse to clean up the mess. Then, they should be sentenced to 5 years court supervised community service or 5 years in a state prison, court costs, attorney fees, and restitution for $250 to $1000 a month until the graffiti is cleaned up.

Under the principle that the punishment should fit the crime, that basically says that defacing property has the same value as taking a human life.
And capitol punishment has never been shown to be a significant deterrent to stop crimes.
How else can we stop people? Don't send them to prison. Instead, make them clean up not just the one piece of property they defaced, but a hundred more. Even if that doesn't actually prevent the commission of the crime, the net effect would an overall cleaner environs.
Of all the crimes being committed, graffiti is perhaps one of the least severe. It doesn't deprive someone of property the way theft does, and it doesn't cause personal injury they way battery or rape or murder do. It just changes the appearance of something.
If we're going to put huge amounts of effort into trying to stop crimes, there are others much more needful of that effort.

ha ha it would certainly cut down on graffiti wouldn't it?
I read a story about a business owner in California who caught a couple of geniuses tagging his business. He told them to get lost, they pulled screwdrivers, business owner pulled a .357 and killed both idiots. Self defense. Those kids probably won't be tagging any buildings any time soon.
Kudos to the business owner !

with those anti-graffiti devices that guy had in Naked Gun that sprayed graffiti back onto the person originally spraying graffiti.

Make them pay for the clean-up.
For repeat offenders, add a 30 day jail sentence.
