Frankly, we don't fully understand human intelligence so we really have no idea how intelligent non-human animals are. All we can do is test the way animals solve problems we humans find relevant. Strictly speaking, this only gives us a very small glimpse into the way animals think. Generally speaking, there are a few families in the animal kingdom most scientists agree have exceptionally smart members.
Primates - like Chimpanzees and Gorillas
Cetaceans - Like Bottlenose Dolphins and Orcas
Psittaciformes - Like African Grey Parrots and Scarlet Macaws
Corvidae - Like Crows and Ravens
The way intelligence is tested in animals often involves setting up puzzles and observing how the animals solve the problems these puzzles present. Do they succeed via trial and error? Do they deliberately experiment? Do they pause and contemplate? How the animal arrives at a solution opens a window into the animal's thought processes.

There is only one intelligent animal. Homo sapiens.
You see there is no way to measure intelligence in other animals. The way some people try to classify animals by intelligence is purely subjective and bias. We truly have no way of knowing a whale is any more intelligent that a red snapper. I could devise a test that proves deer are smarter than fox. So what? Does it really have relevance? No.
So, don't be fool by some of these programs showing a chimp "talking" or putting a round peg in to a round hole. Some human trained that chimp.

Next to humans, what animal is smartest?
A: Probably the chimpanzee is the next smartest animal although bonobos are close contenders. Parrots are also adept at using tools and solving problems.
A chimp's intelligence shines out.
Chimps make tools--hammer stones and anvils to crack nuts, leaf sponges to soak up water, and sticks to gather ants, to name a few. A chimp pokes a long stick into an anthill and waits until a ball of ants collects on the stick. She pops the ball into her mouth like a marshmallow and then polishes off the remaining antson the stick, like eating corn on the cob.
Chimps cooperate in the hunt. Three male chimps work together high in the trees to block the escape of a monkey. They successfully trap a red colobus monkeyand one of the three hunters makes the kill. The two non-killing hunters sit close by the third, watch his every mouthful, and hold out begging hands. Finally the hunter gives one friend a meat hunk but not the other one. By sharing the kill, they achieve rank and influence. Like humans, they are highly status conscious.
They manipulate each other to get what they want and they deceive one another on occasion. They analyze a problem and solve it.
Humans have taught captive chimps sign language, which the chimps use to talk with each other. They teach the language to their young without human help. They combine signs to form new "words": for example, DRINK FRUIT means a watermelon. Chimps learn symbols and teach them to other chimps. They understand numbers and numerical sequences.
They play, tickle, snuggle, kiss, and laugh together.

"Smart" is not as easy to evaluate as one might think. Human beings, however, have been manipulating their environment for a long time (usually regarded as indicative of intelligence), and teaching their young abstract concepts (another indicator), so maybe they are the smartest. On the other hand, a human being is asking the question; does that stack the deck in our favor?

Supposedly, 'man' is the most intelligent of the species on earth. However, he hasn't learned much over the millenia about the futility of war, inhumanity to his fellow humans, and greed and gluttony when it comes to destroying the planet.
Memorable lines from the original "Planet of the Apes"--
George Taylor: Oh my God. I'm back. I'm home. All the time, it was... We finally really did it.
[screaming]
George Taylor: You Maniacs! You blew it up! Ah, damn you! God damn you all to hell!

Dogs seem to have it figured out, don't they? I mean, think about it. They pretty much don't have to do a danged thing, just lie around and snooze, while we feed them, take care of them, walk them, take them to the doc... All they've really got to do is chase something, if they're in the mood, and bark. Cats do even less.
It's been said that dogs have "masters," and cats have staff. Either way, you've got to wonder who's trained who.
Pretty smart if you ask me.

depends how you define "smart". humans would be considered smartest by most, but if we were really that smart, wouldn't we be more content with life? whales seem to do fine without cigarettes, and ravens do ok without wars, pigs don't need religion....etc.
