When Ramone is talking to the mini vans about getting a paint job, he lifts up his rear end and the female mini van reacts in a shocked manner and says "oh honey look, von dutch, oh"

What is Von Dutch and what does she mean when she says this about Ramone?

But they saw his paintjob before he lifted himself. She didn't say it until he lifted up his read end and she acted shocked?

She was referencing the detailing that Ramone had on his paintjob.. It is a type of Von Dutch style. He had been a So. California guy considered a beach bum by the name of Kenny Howard, who had done flame jobs, spider-web wheel wells, flying-eyeball body panels, and baroque pinstripes in the 1950's which revolutionized the art of " painting" cars.
edited to add:
flame jobs were common BUT the reason she had made the comment on Von Dutch is that Ramone had had pinstriping on his undercarriage and even though it was freestyle, it followed the cars curves and lines which is classic Von Dutch
