You measure around the fullest part.
Measure right under your armpits, then around the fullest part. The difference in inches is your cup size. 1" acup 2" B cup 3" C Cup, 4" D cup 4 1/2 DD cup etc.
The measurement under your breast is to determine the number size of your bra.

For bust measurments use the FULLEST part of the breast. Never use underneath-that will only measure your rib cage.

if you are measuring for a bra, you measure right beneath the breast for the chest size and then around the fullest part of the breast for the cup size. For instance, if your lower measurement is 34 inches, and the upper is 38 your bra size would be 34C, C cup is four inches larger. B cup is three, A cup is one to two.
Measurement for clothing is around the fullest part.
