I had an FZ6 as a second bike. It was OK, but not all that easy to ride for a beginner. The Suzuki SV650 would be easier. Neither would be good for unpaved roads. you would need something like a Suzuki V-strom, but they're a bigger bike. There are a number of 'adventure' bikes that can be used on or off road, like a BMW Dakkar.

If you are looking just for a starter bike then go older so you'll know the ropes, crash cheap, and it wont break the bank. If the bike has an (R) in the name your insurance prices will go a bit higher then the others
600 ish is a good mid range for basics and some advanced stupidity. :-)
1000 is where every trick can happen with relitive ease.
As for name brands and prices and looks. Suzuki SV650S is a good little bike, Kawasaki Ninja 600R is also a nice one. Yamaha is a very good name brand and my next bike will be one.

They've hit the nail on the head. Duel sport / enduro. They're street legal, but you can also take them through the fields. For your first bike, buy a used one. Then when you get some experience you can buy a new one if that's what you want. But I'd suggest taking a motorcycle safety course. You can learn a lot, and you save a bunch on your insurance. Suzuki DRZ 400 Yamaha XT225 would be a good choice they are both street legal the suz top end is about 90 mph and the yamaha is about 75 mph. So both are interstate capable.
