It is a very good idea to seal your work. Mod podge is water based and if it gets wet can ruin you work. you never know if you project will be sitting next to a sweating glass of water.

What are you putting on the tins that you are using the Mod Podge?

I dont think that the Mod Podge would stick well to the tin. They have acrylic sealer in spray cans at Ace Hardware or your local hardware store. It wont be hard.

The idea of using a sealer is to seal the item it is being applied to. Mod Podge will not penetrate the acrylic.

I would. Mod Podge doesn't stick to metal very well.
