Example how come the french girl, marion that was in the final is number 18 and she has never won any grand slam titles but Venus that has won three wimbledons is number 23. How do they decide on what players are the best and where they are on the list

that was not the league table that's called the seedings....Read this carefully

A seed of a player in any tourney is a combo of numerous Factors...current professional ranking and the rank of the player in the Race of that year, His/her record on that surface/tourney
Current Ranking is also referred to as the Entry ranking...which has all of a player's Ranking points earner from various tourneys ...these points are recorded right from the beggining ...i.e when da player starts playing for the first time on the PRO tour.....
Race records a player's positon with respect to how many points he has gained this year..this means a soon as a new season starts, Race points for every player are RESET to ZERO..but the entry ranking does not change
Race is basically meant for year-end champonships..in which top 8 point gaining singles Players and top 4 point gaining doubles teams can qualify...this means Point Gainers in the Current year
Bartoli was palying very good this year..so she had her race rank high apart from a good entry rank..Venus had an entry rank of 31 ..but her record on wimbledon grass was excellent as you mentioned...so her seeding rank for Wimbledon stood up to 23

Some of the Seed/ranking are based on their current WTA
ranking for women and the same for men (ATP rankings). But
the slam event can change them based on their previous performances and projections. It is left for the Event organizers.

FYI, this year the lowest seeds in the womens played in the finals. It has NEVER happened like this before in any grand
slam event. Venus seeded 23 (WTA rank 31) and Marion
seeded 18 played in the womens final.
The closest that would come was in Mens Wimbledon final
when the unseeded Boris Becker and Kevin Curran (#11)
played.

Wimbledon gives out seeds based on their projections of who the world's best players are. Venus Williams has not been as good as the other player (who is Italian), nor as good as the other seeds ranked ahead of her.

Previous year's performances don't determine the current seeds.

every match they play they get points and those points build up and every time you advance to next round you get more points and when you win a champion ship you get like 1000 points of something. hahah nice jokes venus williams will whip all italians on the wta and the on the top 40 under atp tour players.
