The best way to firmly and politely tell him to leave you alone? Well that is kind of hard, because it amounts to telling him that you just don't like him. So if you are brave enough to have him be upset, the best thing to do is to be honest.
Tell him that you are not interested in being his friend, you are not interested in dating him, and you don't want to get to know him better. Flat out, tell him that you want him to leave you alone. Don't yell, don't loose your temper, and don't back down.
If he asks why, you can try telling him that he is annoying your other friends or spending too much time hanging around without calling. But in the end, you just have to tell him to get lost.
Then, if he starts sending email, just delete them. If he starts calling, don't answer and don't return him calls. If he sends mail through the post, mark it "Refused, return to sender." and put it back in the box without opening it. Ignore him and eventually he will go away. If he doesn't, you can only hope they will grant you a restraining order.

He may have a hard time understanding that you do not want him to call, or visit or emailing. When he comes over the next time, just sit with him and tell him that you need time for yourselfves and that you have things to attend to and if he would be so kind to not to come over all the time. I had to tell a person right out because it does interfere with ones personal living. So just sit and talk to him about making the visits a little less. Now, when he emails, just delete with out reading. Because he may get upset if you cut him out totally. So, for the emails, just junk his emails, don't read them or answer them. Use an answering machine for your home phone and if he calls just leave the machine to answer and delete later. When you hear a call from someone else, then answer. Like all persons you too need your privacy and peace.
