It is difficult to know whether or not a government is, in fact, employing similar programs to Project MKULTRA and the numerous other projects. A lesson learned from the previous projects was the legal issue of informed consent. Lack of knowledge on the subject's part is considered unethical and going against human rights doctrines (ex. psychologists could never hold an experiment like the Milgram Experiment or the Stanford Prison Experiment today... everything has to be approved by a board/committee, if I recall correctly). Also, the government opens itself up to legal suits in the aftermath of such an experiment if there is proof that the subject did not know what was going on.
Another point to note is that since these kinds of government-led experiments are done covertly, the general public doesn't tend to know about it until it well... hits the fan.
I don't believe that there is a definate and truthful yes or no answer to your question.. which means that it's a maybe. There is a possibility that similar experiments do exist (who knows what the U.S. might be doing to detainees in Guantanamo?!), but there is also the possibility that they don't because of lessons learned and the possible ramifications.

I'm not familiar with the Indian lake project, but I believe the MK-Ultra program still exists because since it's been so successful, the Illuminati have no reason to discontinue it. There is strong evidence for mind control use in the case of the Virginia Tech shooter, by virtue of his attitude and actions.
