I don't see why they should be. If the points on the line stick together, you could call it a solid. If they repel each other and try to spread out down the line, you could call it a gas.

this is the case for an Ising chain with a well defined interaction. are you sure this is real for every 1D system you can imagine and for every interactions between its constituents?
