my advice remove them soon as yes they are a fire risk and must not be used in same room as vinyl wallpaper because of toxic fumes
just scrape off carefully and skim over ceiling

Just get rid of them. The ceiling underneath should not fall down, but even if it does clear the mess up and sleep peacefully as a great big fire risk has gone. An unattractive ceiling is better than a big fire. If you are/know someone who is a DIY person tack new plasterboard up and re-plaster when you can afford it. I speak from experience a fire happened to me through these tiles.

Well, you can stick them back with a contact adhesive like .Evo-stick' If you use other tile cements you will have to support the tile during the drying process! But if you can afford it, get a plaster to remove and skim over the damage.
Or just plasterboard over the lot and make the room warmer. They can be a fire hazard in kitchens.

Major fire risk. Just get them scraped off, You never know there may be a good ceiling under there. the previous owner may just of liked ceiling tiles a lot did at one time. Then just rub down and paint 2 coats.

Remove them asap, but, if you do re stick them, use heavy duty wallpaper paste, mixed as thick as porridge, under no circumstances use a solvent based adhesive such as bostick, evostick. or similar, they will melt the tile and also increase the flammability of the tile.

I'm surprised you still have them, they're a fire hazard! Try and get a plasterer to give you a quote to renew the plaster on your ceiling.
