Kirk is THE man with Picard a close second.
I've never seen Star Trek Voyager and I hope this is not misconstrued as a racist comment, but I always wondered how they explained a black Vulcan.

Come on, Kirk of course. Apart from Picard, the others were all pants and if it wasn't for the original, none of them would of made it to the screen at all.

This question always gets answered according to age. Anyone who grew up watching Kirk will say Kirk is the best, and anyone who grew up watching Picard will say Picard is the best. I grew up in the Picard era, so my answer should be obvious.

It's a subjective value judgement, but if you mean "Who is your favourite Star Trek Captain", then I'd say Sisko from DS9 - he's more your average everyday kinda guy than the others.

Kirk. I hate how PC Picard was. Kirk came in, didn't like what he saw, and changed it. Picard tip-toed around like a typical bureaucrat trying to hold on to his pension.
