My favorite topic for my P.S. class was how every branch of the government had terms except the judicial. A supreme court Justice can serve as long as they want while the other branches have term limits. What are the benefits of having term limits in the Supreme Court as opposed to our current system without any limits for them. Hope that helps.

A few that I can think of that would be interesting are affirmative action, use of eminent domain (look up Kelo v. New London, CT on the Supreme Court's website), smoking bans, immigration/border security, and energy policy (the use of ethanol and/or renewable energy). These are all fairly interesting topics that are not always thought of. I would avoid issues like abortion, gay rights, or gun control. These are probably over done and a professor would rather read something new and unique.
When I did a similar paper, I wrote one on the use of affirmative action in the college admissions process. I found it to be a very interesting topic. Affirmative action is a good one because the main goal of the program, racial diversity, is good but the methods of the program may be unconstitutional as they could give preference based on race.

Look into Reapportionment and gerrymandering. Not exactly a hot potato, but it should be. Check out what the constitution says and how the different states get it done. Then look at what happened in Texas in 2001 and then again in 2003. Checkout the gerrymandered congressional districts in many states. Especially Florida and Texas.

Best not to put one side or another in your topic. Rather, discuss something general, like Transparency in Government and you can cite things locally, federally and from both sides of the aisle. You can also discuss steps Republicans and Democrats are doing (or not doing) to make government more transparent and engaging citizens in an active government.

federalism is always a fun poli sci topic. I usually write about marijuana prohibition though. Teachers love those especially when you write an argumentative essay on how weed should be legal.
