i think sarcasm towards people to intentionally hurt is the lowest form of wit, but a piece of well aimed sarcasm is a brilliant talent that few possess! Its learning how and when to use sarcasm that is the trick!

No. Just like other forms wit and humor, you have a high end and a low end. Slapstick may be considered a low form of humor but when executed by a talented physical comedian (Charlie Chaplin, Jim Carey or (gulp) Michael Richards) it can be raised to an art form. Sarcasm can be biting, funny and witty if put forth by a bitingly funny, witty person.

It just isn't very imaginative and for it to be good requires it to be delivered artistically. Most people just make fun of others and think it's sarcasm.
In this case, "yes", it would be the lowest form of wit.
