You could string the beads on the yarn to make pretty swags to weave around banisters, light fixtures and what have you. Make pretty flowers from the construction paper and idd them to your strings of beads.

Draw a design onto the construction paper with glue, and then cut out pieces of yarn to fit those designs and fill the glue in. You could do the same things with beads, shake them onto the glue or place them by hand.
Another idea is to glue colorful yarn onto the balloons in a swirling design, wait for it to dry and harden, and then pop the balloon.
