There are two principle reasons.
1. Obstructions in the sky such as clouds, smog, etc.
2. The phase of the moon -- the moon may be in a phase where it only appears in the NIGHT sky or, (in the case of a new moon) may be positioned where no light from the sun is reflected to the earth.

The Earth spins counterclockwise on its axis in 24 hours and CCW around the Sun in 365 days. The Moon travels CCW around the Earth in 28 days. So each day the Moon is a bit further around, so it rises a bit later each day. Eventually, it rises in the day time. When it is between us and the Sun, we see it in the day time and it is a new Moon, because its face is not illuminated. Two weeks later, it is on the other side of the Earth. We see it at night and it is a full Moon with the Sun shining on it.

The moon is much farther away than the clouds. So the clouds get in the way, and then you can't see the moon, and the moon can't see you. Here comes a patch of blue; peek-a-boo!

The moon moves.
As the moon orbits the Earth, during certain parts of the month is on the Earth's daylight side, and during certain times of the month, it is on the Earth's night side.
As one person already noted, the moon will rise at different times of the day or night depending on exactly where it is in its orbit in relation to the Earth's surface.

The moon may only appear in the daylight, at which time it becomes difficult to see depending on its phase. It depends on where in the sky it appears (day or night) and how much sunlight is hitting it (new or full moon).

Depends where the moon is on its way around the earth. If it is on the other side of the world from you, you ain't gonna see it no matter what the weather conditions.

because on clear days the sunlight reflects on the moon causing you to see it and on cloudy days its behind the clouds !
