I would think so. However, you can get a historic vehicle license plate for the car. At least in KY you don't have to register it again. You also don't have to pay the personal property taxes on it each year. So check into this and see what the benefits of getting that plate would do for you . good luck.

I think you need the inspection, but not the emissions.
